Will George H.W. bush be remembered as "the Fool President"?

Nixon is remembered as "the Crook President"; Reagan remembered as "the Great Communicator"; doesn't it seem like Bush bumbling rhetorical style and chronic inability to make a good decision will define how he is remembered (i.e as a bumbler?)
