How much is 1 USD in CAD?

Hey guys, I just recently ordered some stuff from the website www.cct-fashion.com. My order came up to about $115.9 USD. The person who e-mailed told me that I have to pay $119 if paying in CAD. I told him that I converted $115.9 USD into CAD and it pretty much equals to $115 CAD, but he insisted that he used the currency converter on paypal and that $115.9 equals to $119 CAD. Is this guy trying to rip me off?
